7 7.1 Project title: Implementation Completion and Results Report on PCDP II
Client: Pastoral Community Development Project (PCDP II) Federal Project Coordination Unit FPCU)
Objectives of the study: The objective of this consultancy assignment was to conduct a comprehensive assessment on the design, implementation and achievements of PCDP II. Based on this assessment, an Implementation Completion Result (ICR) Report would be prepared. This report would follow a standard format for the preparation of the ICR and an optimum effort exerted on the part of the consultant to produce a high quality report. The report is expected to present a proper rating on the success and shortfalls of the project and draw lessons for future development support, including PCDP III with the aim of ensuring better and sustainable impact.
The project study had the following specific objectives:
• Conducting project performance assessment focussing on the relevance, effectiveness and efficiency of the project and reviewing its contribution to the smooth transition to the third phase of the project;
• Assessing the performance of stakeholders, namely: the financiers, the borrowers and other stakeholders;
• Drawing lessons and forwarding recommendations.
a. Collecting secondary data (Desk Review)
The team collated and rigorously analyzed plan and performance documents of the national government, background documents of the project, financial and operational performance reports produced in the course of project implementation, plan and strategy documents of the funding organization and other relevant literature.
b. Collecting primary data
Primary data was collected through:
• Key informant interviews,
• Focus group discussions,
•Stakeholders’ consultation workshop(s),
• Direct observation on the project site.
1. The inability to provide Statement of Expenditure (SOE) on time has resulted in the delay of releasing funds from federal to the regions, thus compromising the efficient utilization of the project’s budget, eroding community trust in the project and negatively impacting public participation.
2. Women have been the major beneficiaries in PCDP II, engaging in enterprises/entrepreneurship, resulting in the reduction of their vulnerability.
3. The PCDP II project has clearly contributed to solving the problem of lack of infrastructure and services and the absence of local financial institutions, as well as to establishing a proper disaster/ risk management system and promoting livelihood diversification. 2. Sustaining and strengthening the participation of women and youth in the local development, promoting inclusiveness and holistic approach to supporting livelihood development are essential measures that need to be given attention in the decision making process in PCDP III.
3. There is a need for harmonizing PCDP projects with other programs such as PSNP in order to facilitate their effectiveness and sustainability of their impacts.
4. Moreover, scaling-up and institutionalization of community-driven development approach is essential to ensure sustainable development of pastoral and agro-pastoral systems.
5. Initiatives by communities and local governments need to be complemented by oversight support, financial management and literacy training, procurement and technical capacity building.
6. There is a need for continuous staff training and adequate allocation of resources to provide effective support to beneficiary communities and woreda implementation agencies.
7. Another point that needs special attention in the future PCDP endeavors is promoting improved nutrition among pastoral and agro-pastoral communities. Nutrition awareness could be incorporated more explicitly into the community discussions of local development issues as well as research components in pastoral livelihood development.
